The requirement adds centre hardness, document reconciliation and conditional qualification control to the base framework.
A planned control system defining what must be reviewed before any delivery can be released.

The launch procurement requirement is the original mill EN 10204 3.1 inspection document for every released shipment. The first three released shipment lots target true EN 10204 3.2 qualification only when the required independent or authorized validation is actually arranged.
Heat, plate ID and marking status are reconciled before test results are linked.
Centre hardness is optional in the base framework but mandatory in the qualification overlay together with surface hardness.
Chemistry, impact testing and ordered additions are reviewed against the order. Delivery condition must be Q or Q+T and no weld repair of plate is accepted.
Values, test objects, identities and ordered requirements are reconciled as one chain.
Only a complete, reconciled record proceeds. Any deviation is placed in quarantine for nonconformance assessment without implying an operating history.
